From what I can gather RLCraft is such a big modpack that shaders basically kill the FPS in certain locations. I also understand that Minecaft is built on Java which is not really meant for games, and therefore it cannot use the full potential of your CPU and GPU. There are two famous shaders (or at least these are two I know about) for Java edition that kinda support RTX but not officially, so I don't know how good they are compared to the Bedrock one. Shivaxi, who is the owner of RLCraft has the Seus one, and it looks pretty well. There are definitely some You Tube videos of both.
