Yknow honestly the first time I played through P5R I had surprisingly no problems with the Okumura palace or even the boss fight, I managed to beat it first try. Yet somehow, ironically, it was my first NG+ playthrough that I had to attempt the boss fight 3 times, which I did start to get annoyed at that point, but only then.
This palace begins as soon as you’ve recruited Haru to the Phantom Thieves, as she’s able to open the biometric door blocking your way in. Immediately, you’re faced with a mini-boss fight against her fiancé, Sugimura, and one of the worker robots you’ll come to know and loathe by the time you’re done with Okumura’s Spaceport.Optionally, get Psy/Curse damage items. Optionally, play darts to boost baton damage for Haru. I came in totally unprepared and didn't even follow Step 1 properly but still won by the skin of my teeth, so it's definitely possible to do this with little preparation. Once you feel ready, fight Okumura and reach the section when he summons green ...Just try to keep the baton pass up and get max pass to joker or party member with the corresponding affinity. The fight is trivial on merciless because critical damage is 3.5x. You can 1 shot the smaller bots, 2 shot the medium ones and 2 shot the large ones. Cogito 3 years ago #61. you do. you hit weakness on 2nd palace boss and you hit ailment and technical on 3rd palace boss. you can hit weakness and technical for 5 parts and technical for part 6 on 5th palace boss. the essence of the complaints is basically "ignoring mechanics".One thing about the boss fight: it’s supposed to be symbolic of how Okumura makes his underlings do all his work for him, even willing to sacrifice them for the sake of his success, and his alone. The robotic Haru and robot minions running away after two turns in Royal further amplifies the symbolism of the fight.

As mentioned I am in the palace after sending out the calling card and hence can't go back to mementos to farm XP (also don't have any other save to load at an earlier point as I overwrite my saves 😅) I have been struggling to finish ...The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.

Enemies in Okumura's Palace had +500% HP, and those minibosses? I actually had to utilise Baton Passing in order to beat them. They had too much HP and the little guys kept fully healing the miniboss otherwise. So I dont think that Okumura is a badly designed boss fight - but the Palace doesnt properly prepare you for the fight.
The only OG boss fight that I enjoyed in Royal was Sae, simply because they changed up the roulette to include elements instead. The boss fights in Royal was made so much easier then they threw in a badly designed boss fight in Okumura where people would actually recommend setting the difficulty to Merciless for an "easier" time.

I do really think there’s a lack of creativity, I mean it’s less creative then other bosses sure but I still don’t think it’s uncreative, if it was uncreative they could have just had okumura be the boss for the entire fight and had him just be strong, I also just don’t find it as that big an issue, I’d rather it be fun and less original then unique and not funcyberize_. Okumura's boss fight pushes Baton Passing to its limits, you just want to abuse weaknesses and Baton Passes as much as you possibly can. At the end of the chain, pass the baton to your best magic attacker and nuke the robots. Rinse and repeat until the battle is over.
