RPB created the M11/9 which is is the narrow 380 frame but longer top. The M11/380 upper would not fit these.Sounds possible the seller has been trying to move these with little luck. Use the front sight adjusting wrench (also part of the tool) to raise or lower the sight as little as 1/2 turn at a time.
