The way raw works is that it reduces your weapon's scaling to increase your weapon's raw damage. My vague memory says that you'll always get more damage via scaling than you would gain via a raw upgrade in OG Dark Souls (might not be true in the sequels, but my memory is much fuzzier on those titles).
