I could join a group of four people but he couldn't join while I was in the group, once I left he could join the group fine. if you want proper solo lobbys look into rdo lobby manager, an external application that injects some lines of text into one of the game file. you can edit the file yourself with a program like notepad++ but this program automates it. if you wanna do it yourself look up startup.meta solo lobby.
