As for final build arcane levels you have a choice, assuming you're going to stop leveling at some point of course. Either go for 99 arcane and mostly use tools and elemental conversion weapons or 50 arcane and focus primarily on weapons (including the arcane/strength hybrids) and use tools more sparingly.
