At first glance the bendix for the starter was out and engaged with the flywheel. Pushed it back in. When you turn the key to the start position it immediately seems like.the battery is low on juice.

I tried starting the pto again and it would just "click" beneath the seat but not engage. I thought it might be the seat safety switch or the brake safety switch, but I don't think those are the problem. If the parking brake is engaged the switch won't make that "clicking" noise underneath the seat.
