Regarding the OP's question, You can tell the water has shut off when water content of a given tub/sink/etc lists a value other than 'Infinite'. EG: A tub would say 100/100 post-shutoff as it contains 100 units of water out of a max of 100. So it's pretty certain the water shut off and you didn't notice.
