Pretty sure GCI residential internet is still a shared service line, so your neighbor (s) could be impacting. Still, you should see well above that at the modem. Reset the modem and direct connect a pc to it with a good cat6 cable and not cat5 to speed test. If the speed improves connect the router and retry.GCI has come out and said it's perfectly normal and refuses to fix the issue.
