If you have AE or the armours from creation club then madness armour is the best heavy armour and daedric mail or amber is the best light armour probably amber because the daedric mail lacks a helmet IIRC. Best is relative. At higher levels, I can wear anything and hits just bounce off me.

Weapons would be anything ebony or daedric. I honestly think the best looking weapon is the Wabbajack, just because if the faces and the smooth, clean design. The looking best armor for me, if it even counts is the Mask of Clavicus Vile. So badass, so useful early on. If you didn't notice, I love the Daedra.
The actual best is the guard armour really, the helmets are basically replica Nord helmets. (Even the Rohirrim in Lord of the Rings wear exact copies of this helmet).
