I still cannot get inspected (NY) because the vehicle is showing a P0128 as a "stored" code (using Foxwell NT201 OBD reader), even though the CEL is off.

Luckily when the t-stat fails, it fails open instead of closed, so at least the coolant keeps flowing. On my 2013 JKUR the t-stat isn't a separate item, and I am pretty sure that is the norm.
