Doesnt sound like a very trustworthy selller. It probably has more problems than 5 dollar jets. I highly doubt a pinhole would cause this. It either is jetted bad or the power valve wont open or both. Also check the compression to see how hard it is to turn over. It probably needs a new top end soon also.

If you rip the throttle the rpms slowly rise, then the power band kicks in. But if you hold it for the rpms to get a little higher, a second power band seems to hit, where the bike takes off with power.
